论数字时代档案治理的基本逻辑

摘要
档案治理概念从2014年提出至今已有十年，数字时代的到来促使档案工作的新理念、新业态、新模式层出不穷，极大地丰富和发展了档案治理样态，研究数字时代档案治理逻辑对提升档案治理效能具有促进作用。档案治理逻辑是一种具有明确指向性、规律性、普遍性的档案治理的认识框架与运行方式，数字时代我国档案治理聚焦制度建设、技术应用、服务优化，并呈现出并行特点。以制度、技术、服务为观察视角，发现数字时代档案治理的制度逻辑、技术逻辑、服务逻辑在价值追求、具体实践、主要特点方面各有千秋。作为一项复杂的系统工作，数字时代档案治理应避免奉行单一逻辑，促进三种逻辑相辅相成，合力推进数字时代档案治理体系和治理能力现代化。

Abstract
The concept of archival governance, proposed in 2014, has been evolving for a decade. The advent of the digital era has spurred the emergence of new concepts, practices, and models in archival work, significantly enriching and advancing the forms of archival governance. Examining the logic of archival governance in the digital age plays a crucial role in enhancing the effectiveness of archival governance. The logic of archival governance is a kind of cognitive framework and operation mode of archival governance with clear directionality, regularity and universality. In the digital era, China's archival governance focuses on the construction of system, application of technology and optimization of service, and presents the characteristics of parallelism. Taking system, technology and service as observation perspectives, it is found that the system logic, technology logic and service logic of archival governance in the digital era have their own characteristics in terms of value pursuit, specific practice and main features. As a complex systematic work, archival governance in the digital era should avoid pursuing a single logic, promote the three logics to complement each other, and make concerted efforts to promote the modernization of the archival governance system and governance capacity in the digital era.
