区块链技术用于电子档案真实性保障的再认识与再思考—兼论档案管理的技术应用与自主可控问题

摘要
真实性是电子档案管理面临的一大难题。尽管区块链技术用于电子档案真实性保障还存在争议,但用区块链技术保障电子档案真实性的研究成果却不少见。首先,本文在分析区块链实现数据防篡改的技术特点的基础上,结合档案管理的原则和实践,认为现阶段用区块链技术保障电子档案的真实性在理论和实践上都存在逻辑矛盾;其次,档案管理的技术应用,包括区块链技术应用要遵循适用性、目的性、经济性和自主可控原则;最后,档案行业也要加强对新技术的跟踪研究,但在用区块链技术保障电子档案真实性之前,还应做更详尽的适用性研究。

Abstract
Authenticity is a major challenge faced by electronic archive management. Although there is still controversy over the use of blockchain technology to ensure the authenticity of electronic archives, research on using blockchain technology to ensure the authenticity of electronic archives is not uncommon. First of all, based on the analysis of the technical characteristics of the blockchain to achieve tamper resistance of data, combined with the principles and practices of archive management, this paper believes that there are logical contradictions in theory and practice in using blockchain technology to ensure the authenticity of electronic archives at this stage; secondly, the application of archive management technology, including blockchain technology, should follow the principles of applicability, purposefulness, economy and autonomous controllability; finally, the archival industry should also strengthen the tracking and research of new technologies, but more detailed applicability research should be conducted before using blockchain technology to ensure the authenticity of electronic archives.
