基于过程管理的历史档案资源众包框架与实施策略
The Crowdsourcing Framework and Implementation Strategy for Historical Archives Resources Based on Process Management

摘要
基于公众参与治理的众包模式在历史档案资源领域的成功实践已引起学界的广泛关注。对国家档案馆系统进行实地和问卷调查发现，对众包成果质量的担忧已成为影响众包模式应用的关键因素。因此，历史档案资源众包需加强顶层设计和质量控制，基于过程管理建立涵盖全部横向要素和纵向流程两个维度的历史档案资源众包框架。在此框架指导下，以工作流程进展为序，从前期准备、中期任务执行与管理、后期成果审核与奖励三个方面具体探索实施策略，同时将众包评价与持续改进贯穿众包项目实施的全过程，这对于规避众包风险、提升众包质量和效益非常关键。

Abstract
The successful application of crowdsourcing, grounded in public participation in governance, has garnered significant attention within the academic community, particularly in the realm of historical archives. A combination of on-site visits and questionnaire surveys conducted on the national archives system revealed that concern about the quality of crowdsourcing outcomes has become a key factor affecting the application of crowdsourcing models. As a result, it becomes imperative to fortify the top-level design and quality control of historical archives crowdsourcing, establishing a comprehensive framework that encompasses all horizontal elements and vertical processes through process management. Under the guidance of this framework, progressing in accordance with the workflow, specific strategies for implementation are explored in three aspects: preliminary preparation, mid-term task execution and management, and post-audit of results and rewards. Simultaneously, integrating crowdsourcing evaluation and continuous improvement throughout the entire project proves instrumental in mitigating crowdsourcing risks and enhancing both the quality and benefits of crowdsourcing.
